Costs to Citizens Virtually all costs are eventually passed on to the citizens through property taxes, water and sewer rates, etc. Since these costs are not evenly distributed across the region, it would be misleading to give a per household cost based on the region’s households. Instead, it should be noted that certain parts of the region will pay greater costs than other areas.
